GOVERNOR BELLO MOHAMMED DISSOLVES STATE EXECUTIVE COUNCIL, PRINCIPAL POLITICAL APPOINTEES.

GOVERNOR BELLO  MOHAMMED DISSOLVES STATE EXECUTIVE COUNCIL, PRINCIPAL POLITICAL APPOINTEES.
 
His Excellency, Dr Bello Mohammed (Matawallen Maradun, Barden Hausa, Shattiman Sakkwato) has today, 31st May, 2021,  dissolved the State Executive Council with immediate effect.

The Secretary to the State Government, the Chief of Staff, and the Deputy Chief of Staff are also relieved of their respective appointments as well as all Chairmen and members of the state Commissioners and Boards of various agencies are also dissolved. 

His Excellency, however, directs that this dissolution does not affect Commissions provided for by the constitution of the Federal Republic of Nigeria.
 
In view  of this directive,  all Honorable Commissioners would hand over affairs of their ministries to their respective permanent secretaries, except Ministry of Security and Home Affairs which will be overseen by Rtd DIG Mohammed Ibrahim Tsafe. Chairmen of Commissions and Boards are hereby directed to hand over to their most senior directors. The Head of Service will oversee the Office of the Secretary to the State Government.

With the presentation of youth performance in Governor Bello Matawalle's administration for just three appointees, the ill-will of those who wish Zamfara no good manifest even more clearly. Their hearts burn with excruciating pain that youth are given the political arena by His Excellency Governor Bello Matawalle to play their part in salvaging Zamfara from years of misgovernance. They retreated into the holes of silence having lost words. 

Today I am giving them more headache by unraveling the excellent performance of one more appointee. The sledgehammer will be stroke on the heads of the enemies of progress one at a time. 

Zamfara Investment and Property Development Company (MD Anas Hamisu Lawal) 

Governor Bello Matawalle entrusted the custody of Zamfara Investment Company to an intellectual youth, MD Anas Hamisu who met a Company in a state of dilapidation in all ramification. Office accommodation and furniture were in a state of ruin for a company called "Investment" but with efficient leadership of Jarumin Gusau, Investment Company now reflects a true definition of a development finance Institution. New set of furniture, new architecture of the working place, TV sets to connect to the world, well-furnished office to mention but a few. 

In order not run the company in a haphazard way, the MD drawing support from experienced stakeholders designed blueprint in order to create excellent structural and operational guidelines for effective and efficient service delivery. Having understood the lack of public awareness on the investment company, he first started to bring to the public space the true meaning of Investment Company. This he did through creating awareness of the programs and activities of the Investment Company which was incorporated since 2000 but up to the time he came on board, had no functional website nor even email that brings to the world the investment potentials found in Zamfara State.

The staffers of the Investment Company were analogue and needed capacity building to boost productivity. The MD organized a 5 day Computer Appreciations Workshop for all staffers of grade level 6 and above of the Company. The Company has only one functioning Desktop apart from that of the MD, but today after the computer appreciation training, all Directors and their Deputies have laptops and desktops respectively. Internet access was equally provided within the Company premises.


As the name "Zamfara State Investment Company" was not in the public domain as such its contact with the business community didn't exist. He took time to establish contacts with all stakeholders in the investment and all sectors of economy. These includes amongst others, sister Development  Finance Institutions, former economic advisers at different levels (State and Federal), relevant state agencies and the likes, all in the effort to reconnect the Company with the Business Environment and to bounce back for optimal benefit of the state. 

In terms of properties, since its incorporation, the company, it had been operating in a rented apartment suffering relocations from one place to another but with the effort of exuberant Managing Director and the support of His Excellency Governor Bello Matawalle, a two story building was purchased for the company where it resides now as sole owner not tenant and accommodating other agencies as tenants for investment purpose.

Having met the company's records obsolete for 10 good years not updated with CAC My he successfully regularized them. 

Moreover, prior to his appointment as MD, the shares meant to be traded with were left unattended to leaving them in companies with no prospects, some moribund, some in comatose state while some, belonging to companies that collapsed. This has led to the state losing whole lot of money. With the MD who is is worth his salt, the situation has changed for better. The company now follows events in the Nigerian Stock Market (NSE) and take actions accordingly on which stock to maintain and which to exit thereby giving the state lot of profit. Shares from new companies were purchased like Zenih, Access, GTBank, Jberger etc. 

Another milestone achievement is the establishment of Micro Small and Medium Enterprises register in the company which is the first of its kind in the state. Part of the objectives of establishing the company is to aid the Government, LGAs, cooperative societies and individuals with capital through grant or loan to undertake projects or finance their enterprises. So to attain this objective, a data is required which no one has thought it wisely to establish such a record before Anas came onboard. Three thousand women have already been shortlisted to benefit from a UN grant of N80,000 to start up a business. 

In Summary, when MD Anas Hamisu took the mantle of the company's leadership, the worth of the company was in less of 250 Million Naira but today, it worth over 2.5 Billion Naira as the state now owns properties here and in the capital city of Abuja. 

With these, it is obvious that those who insinuate that the youth are only appointed but not supported by His Excellency Governor Bello Matawalle have no evidence whatsoever to back their claims. What support is greater than empowering an investment and property company that owned almost nothing for twenty years not even its own offices with such back up that saw the company now having properties worth 2.5 Billion Naira, acquiring a decent Secretariat, reshuffling working environment, having shares in active firms and financial institutions? This give impetus to the company to coordinate loan intervention for small scale businesses.

JANGEBE ABDUCTION ANATOMY

I find the two strategies introduced by the Federal Government inept and professionally unprofessional. Following the abduction of GSS Jangebe, the Federal Government announced two major steps to end and safeguard the schools and towns. I said safeguard because safeguarding and peace are two different things. Safeguard is something like an army Garrison in some specified areas to ensure that the bandits or machineries, defending on your perception and appreciation of the attackers to stop them. Peace on the other hand is living in harmony with love for each other and communal and Religious tolerance, what lawyers call temple of justice.

The two directives of the Federal Government, in my view is a total clueless approach to the problem. The first was that the airspace over Zamfara is declared no fly zone or green zone, to borrow aero dynamics jargons. Problem is who can enforce this law? There is no international citizens passenger air liner rout over our heads except the roaring thunder birds of the same military that are to enforce the presidential order. If this is what is intended, the president should know that the military are part of the game. 

In addition, only choppers can land in the bush without an airfield. You don't expect a Challenger or enbrier to land because they fly after a certain speed on a tarmac and takeoff and land on the same facility. Unlike choppers, all planes Powered by by engine thrust need a runway which lenth depends on the size and weight, using it's flafs, rudder, elevators, spoilers, ailrerons, reverses etc to control its movement and aero dynamics manouvres. How can these planes land and takeoff in a bush covered by trees and hills? Apparently they can't do the job of feeding the mercineries with weapons. 

Choppers ( Helicopters) can land anywhere from it's design. Problem with this theory is that almost all choppers are Government properties. They belong to the military, police, fire service etc with only handful owned by oil exploration companies. I expect the Government to be tracking their headings inflight. I doubt if any civilian posses one in this era thought I didn't dig well to establish this assumption. 

Let's assume the claim is true, choppers can beat the radar spot if they fly low on their way to the evil mission. Unless I forget or I don't know of a new improvement on spotting planes on the radar while flying as low as 500 feet. The radar can't pick objects that low
. During the kidnap of a plane with Jews eith landing it in Uganda years back, under Ido Ameen eta the Jew rescuers flew very low from Tellabib crossing several countries by flyimg, low without any of the countries space management spotting them. I am sure the choppers pilots, if any, can do the same tactic. How can NAMA or military be able to notice them?

The second measure is banning mining in the gold rich Zamfara land. The former Governor of  Zamfara exploited this sector fetching him huge income illegally. Some of the companies with licence from the cadestral office where chased away by Yari if the site is found with large gold deposit. After leaving, the former Governor take over and mine illegally. Afterwards His annoimted lieutenants to mine the consipicated areas hiding under security challenges. Yari wanted to continue with his brisk illegal business especially if they worn the elections. 

The Matawalle Government wanted to mine legally for the State development with all necessary documentation with the Federal Government agencies including the president, but Yari was determined to stop him using his political alliance with Federal Government and all his tactical approach and connections. He  wanted to continue at all cost othewise stopping the entire gold mines Wich if properly and transparently mined it's proceeds can over take the Nigerian annual budget. 

Now that the Federal Government succumbed to his tactics, of what benefit can he beat his chest? From all indication the insecurity in Zamfara communities cannot be divorced from the mining interests causing heavy blood shed.

May Allah bless this State and subdue it's sabotours. Those in support say Ayes.

Re- The Zamfara Model is the Dismal Tunnel to Self-Destruction





As a seasoned journalist, I am always being astonished by the way some critics start to talk on issues they have no prior knowledge about and without carrying any research on them.

More  annoying, is the way some supposedly knowledgeable people who are expected to embark on research and findings from reliable and credible sources of information or data of the issue they want to talk about, ignore such values and ethics and instead, go about casting aspersions on the concerned leaders, without offering any viable solutions. 

I am responding to an article written by Professor Jibrin Ibrahim, a senior fellow with the Centre for Democracy and Development, Abuja, being a Deepening Democracy Column, published by Daily Trust on the 5th of March 2021.

My attention was  drawn to the write up for three good reasons:

1. I have just been sworn in as the Zamfara state commissioner for information, whose responsibility is to manage information to ensure that the general public is not misled by this kind arm-chair and irrational publication by academics like the professor despite  his academic status among the academics and beyond. 

2. To put the argument in a correct perspective, so that the general public will understand the reality of things on ground and the politics involved in the fight against banditry in Zamfara state.

3. To draw the attention of Professor Jibrin Ibrahim to understand and take cognisance of the dynamics in present day communications and the changing scenario in political opposition of 'do or die' in the Nigerian democracy.

Like I mentioned above,  I am now the Zamfara state Commissioner for Information and a bonafide indigene of the state who knows and feel the pains my people are going through as a result of armed banditry bedivelling the state  for the past
11 years. 

Indeed, I appreciate the Professor writing on the issue to at least show his concern on the spate of insurgency  in Nigeria as a whole, with particular attention to Zamfara state.

 I am however disappointed with the approach of Jibrin Ibrahim, who despite his being a professor and a fellow at a democratic institution, who is highly expected to deepen research and investigation into whatever he is writing,  ended up in relying on social media publications to write such article that has do with humanity. 

As a professor, and an educator who is certified  as a senior fellow at the Centre for Democracy and Development, Abuja, expected to know and enlighten the general public about the genesis of the crisis, its historical perspective and whose burden it is to ensure  the security of lives and property of the Nigerian people, took such lengthy time in misleading Nigerians about the case of Zamfara state.

I wonder why the professor who  is a research fellow, failed to spare a week or two, to come down to Zamfara state, to speak to the interested parties, weigh various strands of arguments, speak to other stakeholders, ranging  from the security agencies to the repentant bandits and where possible,  the recalcitrant  bandits in the state and its neighbourhood, to verify his claims  and facts, to be able to educate  the people in the right perspective and independently depend his claims. Instead of relying on social media platforms to castigate the Governor's peace initiative. 

Everyone who knows what is happening in the world of social media today, about how politics has  turned it. 

The Professor for example, quoted a report on the abduction of 60 persons including women and children at Ruwan Tofa in Maru local government area of the state. In that report, it was allegef that 40 people were killed which is a blatant lie, but yet, the Professor went ahead to use that report in his article, without clarification.
 
What an ethical question.

Professor Jibrin Ibrahim might have read another social media report published by one of the social media handlers of an opposition  party in the state in which a case of an attack on the Federal University Gusau, was reported to have occurred  on Thursday, 4th March, 2021.

 This report caused serious panic with far reacing psychological trauma among the students and people of the University community and its environs, including motorists and the entire state, only to turn out to be false, as clarified by the University in a press release on Friday March 5th, 2021, signed by the institution's Information Officer, Umar Usman.

Even the BBC  report the Prof quoted in the article, relied on a call made through to BBC by someone who claimed to be calling from  the village to report the incident.

The BBC has no reporter on ground in Zamfara state presently, who  reports such happenings, so, the report stands the risk of being fake, hence the danger of it not being a hundred percent reliable for the Professor to use in writing such column in a widely read newspaper like the Daily Trust. 

The BBC encountered cases where an opposition politicians in Abuja disguised and pretended to be calling from a remote village in  Zamfara state, claiming that villages were attacked by bandits.

In one of such instances someone called the BBC to say he was calling from a village in Zamfara state and his village was under attack by bandits, adding that as he was speakinh he was seriously wounded by the attacking bandits. However, further investigation by the BBC revealed that, that person was in Lagos Operating achaba at the time he was calling making such claims.

These are just but few classical examples of the pyramid but fake and misleading information coming out of Zamfara state, just to cause further mischief and confusion in the public domain. 

All these ought to have been researched properly by Professor Jibrin Ibrahim, which I believe would have changed his focus and perspective in writing this article. 

You should therefore understand that a professor is not an ordinary person in the society and is expected to bridge the existing gap between the educated and less educated people in the society, to unite the people and bring peace and stability, which in turn, bring about tranquillity and development. 

A person of his calibre should be seen working towards building and strengthening the democracy, rather than helping in its collapse. 

On the issue of " a successful model for handling terrorism and banditry in the State" which Professor said they had a long interview with the  Gov on 1st March this  year and was published in Trust. Jibrin said and I qoate: "He proclaimed: “Alhamdulillahi, since we started the peace accord, there have been tremendous successes achieved in rescuing people that were under captivity. Some foreign nationals were in captivity for over eight months but when I became governor, I rescued most of them without paying anything.
 “On the issue of peace, I thank Allah for giving me the wisdom to initiate the peace accord with these people and we have recorded a lot of successes.” These are statements by the Gov. in the interview with Daily Trust on 1st March, 2021.

Now, is Professor debunking the claim or arguing that such achievements have not been recorded by the Gov?

If yes, then let me remind him of the terrible state of anarchy Zamfara state was, before the coming of the current afministration when no day passes without recording huge number of deaths resulting from massive bandits attacks on innocent civilian communities. Thousands of people were massacred, property worth billions of Naira were destroyed and thousands of cattle were rustled. Hundreds of people were displaced and hundreds others kidnapped. Education and business activities of the state disrupted by the activities of the bandits.

I expected Prof to have taken a tour of the state to conduct genuine research to assess the extent of damages done to the state before writing this article, in order  to let  the world or general public understand the true picture of the matter, rather than relying on hearsay and armed chair journalism and or fake reports to talk about an issue that  has to do with human life that ended by misleading the public through unfairly using the advantage of your position as a Professor to the detriment of the poor farming communities of Zamfara state. 

I also expected that the Professor should have made a comparative study and analysis of the damages that the bandits had caused to the people of Zamfara before the coming of the present administration, with the damages incurred during the just 2 years period of the present administration. 

Did Prof cares to question how the bandits come into the country or how they got their weapons? 

Whose responsibility is it to check the influx of illegal immigrants and illegal weapons in the country?

Did Prof question why the intelligence gathering and even its structures got dilapidated so much so that the activities of the insurgents and their movement from place to place at will is taking place. 

Did Prof question how it has taken the nation's defense system this long to deal with the terrorists unleashingthese mayhem to innocent Nigerians?

Did Prof question how these terrorists get their funding and weapons into the Nigerian soil?

It was recently argued by the National Security Adviser to the president that helicopters were used in supplying weapons to bandits in Zamfara, hence declared the state " None fly Zone". Did Prof care to question who owns these helicopters and whose responsibility it is to monitor the nation's airspace and movement of aircrafts?

Just over the weekend,  another Professor,  a  seasoned legal luminary and someone holding very high position in the central government was calling on the same central government to allow everybody to own a  gun for self defense and protection. Did Prof question why Prof Sagay made such a call?

Is Prof aware of the fact that, Prof Sagay had to make such a call because no state is safe in Nigeria today, as he claimed in an interview he granted an online medium,  the Observerstime, that people no longer want to travel in the southwest as bandits ambush motorists, kidnap of kill them.

Just within the week Gov Zulum had to break up his official trip to Abuja to retutn to his home to visit Dikwa that was attacked by insurgents of Boko Haram. 
In the same vein. No week passes without killing of at least 5 to 10 people in Kaduna state Prof Jibrin Ibrahim was praising its Governor. 
In Zamfara state where Gov Matawalle is implementing peace process, kidnapping is the most serious security challenge in the state, and dialogue is being used to secure the release of the victims, rather than mercilessly attacking and killing the people.
Now, tell me,  which is the lesser calamity?

Mr Professor,  the theory you postulate, doesn't work in the Nigerian context, since no body is ready to take responsibility in the fight against insurgency. 
Therefore, Gov Bello Muhammed Mutawallen Maradun considers his current approach to be the best option to secure the lives and property of his people as enshrined in the constitution of the Federal Republic of Nigeria. It says the protection of lives and property of the people is the number one function of government anywhere. So, you either proffer solution to the current search for peace and security in our state,  or let us fend for ourselves until such a time when the entire nation is ready to face this challenge.

SAHARA REPORTERS AND OUR FEAR OF QUACK JOURNALISM

It has come to the attention of Zamfara state Government a story carried by Sahara reporters on a certain report of a repentant bandit divulging the reasons of his decision  to take up arms. However, the picture accompanying  this story is that of His Excellency Governor Bello Mohammed and Hon Rabiu Abubakar aka Emir.

Hon. Abubakar is a prominent APC member and a strong pillar of the Kabiru Garba Marafa camp who decided to decamp and join the PDP in total support of Governor Bello Mohammed’s administration. He formally presented himself to the Governor two days ago and that is when this picture was taken.

Significantly, no picture of this event was taken except that of the Director-General on New Media to the Governor which is the picture used by the Sahara Reporters and indeed, by anyone else. Meanwhile, this picture also released with a caption (as in this screen shot) and therefore, in no doubt of its description, identity and purpose.

It is therefore, evident that Sahara Reporters presented Hon. Rabiu as a repentant bandit either intentionally out of connived mischief or out of manifest quackery of not having the capacity to authenticate any piece of garbage presented to its editors as news. Either way, it speaks foul of this medium.





The Sahara Reporters have done similar questionable presentations against the Zamfara State Government twice in the recent past. This is increasingly making us lose confidence in this medium as all its false stories against Zamfara State government are carried without balancing any from us.

We therefore call on the General public to disregard this latest  false information and further try to confirm from alternative sources any story they come across regarding Zamfara state Government carried by Sahara Reporters

The Nigeria Army has refuted the absurd story peddled by the online news medium Sahara Reporters that the state government has doled out Hilux vehicles to repentant bandits who are using them in terrorising the state. 

In a stern refutation to the story, Brigadier-General Musiliu Bello rejected the story as false testifying that Governor Bello Matawalle has only aided the military and other security operatives with 200 Hilux vehicles.




In his words "Never was His Excellency involved in giving vehicles to bandits. I know the vehicles he gave to the military, I know the vehicles he gave to other security agencies including Operation Hadarin Daji, not to the bandits, Never!"
